About the Company:

Jefferson Energy Companies is a multi-modal facility connecting rail, marine, truck and pipeline headquartered in downtown Houston, Texas with transportation, terminal and storage assets located at the Port of Beaumont in Beaumont, Texas. Loading and unloading capabilities include ethanol, fuels and crude oil from the heaviest Canadian bitumen to the lightest condensate. The terminal sits on a 250-acre site on the east bank of the Neches River Ship Channel and is directly served by three Class 1 Railroads (UP, BNSF and KCS) with power sharing agreements with CP and CN. There are over 2,100,000 barrels of shell storage capacity in service or under construction with full a build-out potential of 18 million barrels. A highway off-ramp is under construction and once completed will connect truck traffic from Interstate 10 directly to the terminal. The Terminal Marine capabilities include a Ship Dock and dedicated Inland Barge Dock which connect the Terminal to domestic and foreign marine destinations. The terminal’s service has expanded ethanol, heavy refinery feedstocks and rail loading of refined products for export to Mexico and domestic distribution.

Position Summary:

Position Summary: Reporting to the Director of Engineering Projects, the Project Engineer will provide project management and technical support for the operation and construction of Jefferson’s pipelines and terminal facilities. Ensures facility upgrades and changes are designed and constructed in accordance with the engineering guidelines and specifications, industry codes & standards, and regulatory agency requirements while also meeting functionality and performance requirements. Responsibilities include, but are not limited to:

  • Provide engineering calculations and insight to project scoping, execution, and commissioning efforts.
  • Participate on multiple project teams at the Jefferson Beaumont Terminal.
  • Coordinate and manage capital projects in accordance with Company policies and procedures.
  • Develop front-end project scopes, execution plans, estimates, and schedules to be used for project go/no-go decisions and submit project for approval.
  • Manage project scope and monitor project costs and schedule to ensure that the project meets the approved budget and schedule in accordance with specified objectives.
  • Effectively apply project management best practices and enforce project standards.
  • Ensure project documents and drawings are complete, current, and archived per company procedures and policies.
  • Work closely with Commercial, Operations, Technical Services, Land, Right-of-Way, and Strategic Sourcing while directing third party contractors to safely conduct projects.
  • Prepare weekly and monthly project progress reports such as cost forecasts using Excel, Word and other systems.
  • Prepare requests for proposal for outside consultants; prepare bid packages, review bids, conduct consultant selection process, and make recommendation for award of contract.
  • Create and execute project work plans and revise as appropriate to meet changing needs and engineering requirements associated with plant, facilities and pipeline projects.
  • Coordinate project activities for in-house and external resources; assign tasks and provide guidance to personnel responsible for specific functions or phases of the project.
  • Review the work of consultant(s) to ensure that Jefferson’s standards and contractual requirements are being met.
  • Maintain an up to date working knowledge of regulations, industry standards, and other applicable standards and technologies.

 

 

 

Minimum Requirements:
  • A Bachelor’s degree in Engineering (Mechanical or Chemical Engineering is preferred).
  • 3+ years’ experience in the oil, gas or chemical industries is preferred.
  • A minimum of 3 years experience in an engineering role in an energy environment is preferred.
  • Experience with ASME and API standards, PSM, DOT regulations, is preferred.
  • Experience with some, or all, of the following: plant construction and modifications, pipeline routing and construction, regulatory approval processes, project planning and scheduling, cost tracking and control, contract administration and project management.
  • Proficiency in the use of Microsoft Office applications such as Word, Excel, Project and Outlook is required.
  • Strong interpersonal and communication skills, with the ability to either work alone or as part of a team, are essential.
  • Ability to travel on occasion to the Beaumont and Houston Administrative offices and other business travel, as needed.
  • Successful completion of a background check and drug screen in addition to ability to obtain a TWIC card is required.
