About the Company:

Jefferson Energy Companies is a multi-modal facility connecting rail, marine, truck and pipeline. Loading and unloading capabilities include ethanol, fuels and crude oil from the heaviest Canadian bitumen to the lightest condensate. The terminal is directly served by three Class 1 Railroads (UP, BNSF and KCS) with power sharing agreements with CP and CN. There are over 2,1000,000 barrels of shell storage capacity in service or under construction with full a build-out potential of 18 million barrels. A highway off-ramp is under construction and expected to be completed in 4Q 2017 which will connect truck traffic from Interstate 10 directly to the terminal.

Position Summary:

The Environmental Health & Safety Specialist will be responsible for providing environmental and safety support to the Jefferson Energy Terminal team and contract workers. This position’s primary duties will be to provide support and coordination of the conformance to day-to-day safety and environmental requirements related to the operation activities within the terminal. Specific responsibilities include: Assist in the coaching, mentoring and implementation of the EH&S programs. Regularly review and be familiar with all regulations and applicable standards that apply to terminally operations to ensure compliance. Manage site’s work permit programs including but not limited to safe work, hot work, confined space and lockout / tagout. Review and assist with Job Hazard Analysis (JHA) for the operations and construction projects at the terminal to ensure a safe work environment for all company employees, contractors, visitors and community. Regularly audit the JHA for compliance and update to ensure the alignment with project scope and conditions. Monitor safety performance of projects and ensure company procedures and regulatory requirements are met and exceeded. Perform safety audits of work crews while on job sites and perform periodic compliance audits. Immediately correct items or conditions out of compliance to safety standards or company policy. Facilitate prompt close-out of all corrective action plans. Coordinate matters of safety, health, and welfare with all levels of management. Lead or assist with accident or near-miss investigations to determine root cause and corrective actions. Ensure that all accidents and near-misses are reported and documented. Participate on the Terminal Safety Committee. Ensure that all safety and environmental equipment is properly maintained, inspected, calibrated and repaired or put out-of-service as necessary. Assist with permitting, monitoring, and reporting in compliance with local and federal agencies. Respond to requests of EH&S concerns on a day-to day basis. Arranges and conducts facility EH&S trainings, maintains records and attends facilities meetings. Manages the lockout / tagout program including developing machine/equipment specific lockout / tagout procedures, maintaining and reviewing existing lockout / tagout procedures. Responsible for ensuring all aspects of State, Federal, EPA & DOT permits and regulations that govern the terminal are met. Prepare and maintain all required EH&S documentation. Participate in the Emergency Response Teams.

Minimum Requirements:

Bachelor’s degree in Safety or Environmental Science or a related technical degree with at least five years of related work experience. Ability to obtain Certified Safety Professional, Certified Industrial Hygienist, Certified Environmental Professional or similar certificates in EH&S field designation. Ability to work independently with minimal supervision. Strong interpersonal skills in addition to excellent verbal and written communication skills. Ability to successfully interact with governmental regulatory agencies. Experience with Microsoft Office. Ability to travel on occasion to the corporate office in The Woodlands and other business travel as needed for training. The successful completion of a background check and drug screen in addition to ability to obtain a TWIC card is required.
